Partnership & Fund Services


The Partnership and Fund Services (PFS) Division of Cornwall Enterprise provides advice, guidance, advocacy and programme management services to partnerships, groups and funders throughout Cornwall.

Our services enable partnerships and organisations to function and make decisions effectively and efficiently. This includes the operation of funding programmes, which PFS can also manage of their behalf.

Partnership Development and Support

PFS have assisted partnerships across Cornwall with advice relating to a host of real and tangible issues that most partnerships encounter on the route to success. PFS have provided assistance with organisational structure and representative membership of multi-agency alliances and have provided guidance regarding working collaboratively, effectively and efficiently.

 

Fund Management and Administration

PFS have managed many funding schemes and initiatives on behalf of various partnerships within Cornwall including the Single Regeneration Budget, Neighbourhood Renewal Fund and Objective One schemes to name but a few. Providing monitoring and reporting services for performance management, fund management and project and scheme performance on a monthly, quarterly, periodic and annual basis. This ensures partnerships are able to make good, strategic decisions regarding funding.

 

Secretariat Services

PFS have provided comprehensive secretariat services to many partnerships within the county. Organising meetings, agenda and minute coordination and production and generally ensuring that meetings run effectively in line with relevant constitutions.

 

Project Assessment and Appraisal

PFS are skilled and experienced in the objective, robust and technical appraisal of project applications. Assessing and appraising projects against funding criteria, readiness and ability to deliver against forecast objectives, comprehensive risk, options and value for money assessments.  This helps form balanced conclusions and recommendations to partnerships on their suitability to proceed and be granted funding support.

 

Evaluations

Examples of evaluations undertaken by PFS include:

  • Cornwall Community Strategy - 2005 Annual Review of performance & assessment of strategy & targets. Identification of priorities & actions for 2006;

  • Sustainable Promotion of Atlantic Areas - Development of a tool kit for economic impact assessment of tourism activity for a transnational partnership project;

  • Cornwall Film Fund – End of programme evaluation;

  • Community Futures Fund - Project self evaluation passed by external funders of ESF Global Grants Scheme, assessing achievement of aims & objectives & developments for the future;

  • Key Fund - Project self evaluation passed by external funders of ERDF delegated grants scheme, assessing achievement of aims & objectives & developments for the future.

  • Rural Key Fund – Interim project self evaluation passed by external funders of ERDF delegated grants scheme, assessing effectiveness of aims & objectives & assessing delivery;

  • SRB4 West Cornwall Employment Programme – End of programme evaluation assessing effectiveness of the objective to assist people back into employment.
